[ARCHIVED] MHK, Pottawatomie County Commissions Considering Scorpion Annexation

As we discussed at that time, there were public processes that had to take place before the company could begin construction. Tonight begins the first of several meetings that are required to make the project a reality.

The Manhattan City Commission will consider a resolution tonight that will begin the annexation process of the potential Scorpion site at the northeast corner of Excel Road and U.S. 24 in Pottawatomie County. Tonight's action would also create a request to the Pottawatomie County Commission to make a determination that the proposed annexation will not "hinder or prevent the proper growth and development of the area or that any other incorporated city located within the county."

Tonight's vote along with the Pottawatomie County action tentatively planned for June 27, is incredibly important to making the Scorpion project a reality. Without quick action on the annexation, the project would be delayed, putting the company's plans for Manhattan in jeopardy.

Please take a moment to contact Manhattan commissioners as well as Pottawatomie County commissioners and respectfully request they look at the request for annexation favorably as well as thanking them for the countless hours being put into this project by both the city and county staffs. Information on contacting officials is in the column on the right.

Additionally, please consider attending tonight's commission meeting to show support for the project. This is the first of several meetings that will take place regarding annexation and other development issues. A tentative schedule is:

  • June 21 - Manhattan City Commission - Resolution of Intent to Annex 
  • June 22 - City of Manhattan Submits Resolution of Intent to Pottawatomie County (by statute, have 30 days to take action)
  • June 27 - Pottawatomie County Commission - Action on Resolution 
  • July 5 - City Commission - 1st Reading for Annexation Ordinance 
  • July 19 - City Commission - 2nd Reading for Annexation Ordinance
  • August 1 - Manhattan Urban Area Planning Board (MUAPB) Recommendation of Rezoning and Preliminary Plat 
  • August 15 - MAUAPB approval of Final Plat 
  • August 16 - City Commission - 1st Reading of Rezoning
  • September 6 - City Commission - 2nd Reading of Rezoning; Acceptance of easements and ROWs on Final Plat

Additionally, the company is working on a development agreement with the city and county regarding project plans, job projections and potential incentives. When this document is completed, we will share with you to consider for support as well.

The Scorpion project has the potential to create a seismic shift in our economy. The projected $650 million investment and 500 jobs could have as much as a $1 billion plus impact on our regional economy.
